I have some more questions:
*Will the paper published after the first submission help in this case? I have 3 papers published/in press.

######: yes, if the work was done before, or the manu was ted or accepted for publication before first submission


*I did not citation last time. Now I have citation about 18 for 1 paper (I am the 1st author). Is that strong enough?

###### Yes, it is helpful, but difficult to say strong enough. Remeber the citation number itself is not critical, not a magic number. You need to dig more info from those citations.
