Each time when I got my pay check, I did see medicare I have to pay. As long as I pay medicare tax, I have the right to use medicare money just like I bought the insurane. It it tax payer's right to use medicare.So Terri have the right to use medicare since she paied for it. On the otherhand, any money for welfare on any needy people is from our good will. I don't have to pay to them if I don't want to. It is so sad to see a lot of us don't know what our right are and what our good will are.
