Whether it is EB2 or EB3 depends on many factors. Generally, the most important factor is the requirement of the position. Read the job description carefully. If it requires a Master's degree or higher, then you can file for EB2. If it requires a Bachelor's degree, then you cannot file for EB2 even if you have a Master's degree and are overqualified.
