It seems that you need to provide more independent recommendation letters. One way you can do is to get help from the guys who cited your papers to address your academical importance or impacts of your work. The other way is to ask your boss to help find other American professors/Researchers to write or sign your letters.

For the rest of your questions, I can not answer since i have no clue about what you have submitted.

Do you hire a lawyer? If you think he/she is competent, you should discuss your case with him/her. They should tell you what to do and how to do.
