This is not a common request. I don't have any experience of this issue, but you'd better provide this document since they requested, otherwise your case could be halted. If you don't know how to get police certificate from State police, write a letter to Buffalo and ask for suggestion.

In terms of background check, usually takes around 6-9 months, but no guarantee. If you check their processing time, about 50% cases can be finished in 24 months. I will say just be patient.
