Yes, you can. Because you teach ! A Chinese lady who was a college libary worker. To be eligible for permanent LC application, she aksed the university to let her offer a course on how to search books, .... Then she succeeded to get het LC.

My department chair filed a petetion on behalf of me March 28, the first day of PERM. I am a tenure track assistant professor.
