My suggestion (if you don't want to hire a lawyer) is to find the post from the guy who re-submitted his application in TSC and got approved. He mentioned in this post that he moved to TSC region and resumbitted his application with photocopy of everything and got approved very quickly. Then you can try to contact him by QiaoQiaoHua or leave a post here looking for him. He has done that and should be able to help you.
I remember the post is dated back several months ago. I am sure that it is earlier than the Sep.30 and later than July 1sth. If you want to, you can find it.
