For popular occupations, such as IT, there are trade survey reports with lower wage standard acceptable by DOL. If university-sponsored, very low wage is also acceptable if based on employer survey. DOL accepts many kinds of PW standards for H1B-LCA, compare to limited sources of acceptable wage standards for SWA to determine LC PWR due to statutory requirement on permanent LC.
