--- Do it ASAP. This is a long way, needs many paperwork. Check web site of Chinese embassy in US for the paperwork in the Chinese side.

2. 我是公派自费来美国的。虽然在原单位不再领工资，但是人事关系仍然在原单位。来美国前原单位给我分了房子，我也已经买了下了，钱全部付清。这种情况下原单位会不会同意豁免？我看过一些资料，说要结清经济关系。对我来说，难道就要把房子退回去才能办？

------ This depends on different 单位. If you buy house in a commercial price (mark price), may be OK. But usually, the mark price is very, very expensive. In fact, many 单位 have "You (1) hui (4) " price (a lot of discount) on the house, so that if you buy house in a "You (1) hui (4) " price, may be you need 把房子退回去 if you want "J1豁免".
