It's maybe true some officers 还是继续审理, but those cases are NOT APPROVABLE before the PD becomes current again. 还是继续审理 means your FP notice may still come, even interview notice can still be sending out by clueless officers, but the point is, your case is not approvable. There were cases a few years ago when F2B suddenly retrogressed for months and the I-485 filers went to the scheduled interview and passed, but were told that they can not be approved or stamped with temp GC because the number retrogressed. The same rule should apply to other categories such as EBs when PDs turn backward.

You can still renew EAD and AP during I-485 pending.
