There are several points that I can think about:
1.Labor certificate is employment dependent so you can't change your emplolyer
during this process. Due to your significant contribution in this area, you
need to pursue your research goal in the envioronment which suits you the best
. LC will restrict your mobility thus adversely impact the national interest.
2. During the process of LC, you can't travel abroad. but due to your research
work, you need to attend international conference or participate
international project. So LC restrict your contribution to the international
scientific community.
3. Your contribution is so unique so it is impossible to quantitate your job.
So it is impossible to get someone with "minimum qualification" to replace you
. Therefore, LC couldn't be applied to your case.
