The word China goes beyond PRC. Sure it is what other people in the world call it now but truly it doesn't just mean PRC. Difference is that people of Arabs didn't want to unite yet since their government have no intention of sharing power. So they created the Arab League with many arabic countries as memebers.
Iraq's attempt of "uniting" kuwait is laughable, he didn't think correctly that US would not support such actions. Since before IRAQ was supported by US in fightin IRAN, they think US will support them in Kuwait. But they made a mistake, US is the puppeteer behind the puppet (Iraq).
