CCP was not under control, was under heavy influence due to Russia's support in fight KMT. Now PRC control almost all China, they got out of the heavy Russia influence due to land problems. With words by Zhou En Lai prove it. Russia once said we have many nuclear weapons, enough to destroy PRC 100 times. Zhou said PRC has enough nuclear weapons to destroy Moscow 1 time. Then Russia backed down. Now this is not the weak CCP anymore.
After Japan was defeated in WWII, they rebuild with US help and now fear threat by PRC in its Asia economical dominance. They are doing everything to undermine the PRC. On the surface they are doing good business with PRC, but under the surface, many dark things exists. The New Fast Train track of PRC was supposed to let Japan to build but 80,000 people objected to this since it will give Japan many scientific and strategic information about land formation, resource, and control of this Fast Train track.
To cooperate is temporary since the bigger PRC grows, the more fear Japan will have and the rise of militism will be accelerated in Japan.
