it depends on reasons for H1 rejection. The rejection for the work petition part is not common at all (less than 10%), although COS part rejection is more common if any status gap.
If the reason is something like employer withdraw,.. and you are in valid F1 status. No effect.
If the reason is you are out-of-status, or you have a fake degree, then of course your next H1 doesn't look good either.
