Actually, my I-20 was not sent back last time when i got my F1. I called INS, they said they would look for it. I contacted the Inter St Office at the same time. The director told me they could give me a new one because it was the school not the INS issued the I-20.The important thing was i had approval notice on hand. The new one i got has a commont :"This is the replacement of the lost one" which can explain why this one didn't has INS stamp on it. But in this case, you should present your approval notice togather with your I-20 whenever you apply for something. Finally, i used I-20 and notice togather and got a new F1 visa and had my I-20 stamped when i came back to US again. After that i didn't use that approval notice any more.
