if you apply for PR thru normal process, you have to get LC from the State you live. it takes much more time. however, if approved, you usually can get I-140 and I-485 approved. this process takes more time and less risky. if you apply for PR thru NIW, it take less time but more risky. you have to provide evidence to support your NIW claim. it used to be very easy. now more and more people apply for PR thru this. USCIS (INS) raised their criteria to make it much more difficult than couple years ago. if you submit both, if one of them get approved, you could withdraw or abandon the other. the good news is you save your time the bad news is you paid application fee (or atterney fee).
