Red Army was planning to spin off its 3rd army from 1st 方面军 into independent 方面军 called 3rd方面军. (Peng was the 3rd army commander.) But later on, the situation had changed, The Red Army lost too many people in fighting with enemy. So, the Central Army Committee decided to keep 3rd army in 1st 方面军. But it always leaves the name position for the spinning off in future.
