No, your mom cannot take this cruise since she does not have multi entry us visa.  Also, as long as the ship board in any Canada city, chinese passport holder need Canada visa to board the ship no matter if she gets off the ship or not. 

Basicly, if your mom does not have multi entry us visa, she cannot take any cruise.
