Some state regulation does say a landlord needs to shampoo the rug, paint the wall, make sure the property can hold to certain temperature range to qualify for rental condition. If so, I would assume most of the landlords had already put those into his rental costs, so if he charge you for that, there might be some tax problem? Maybe you can check with him about it?
