The way I looked at is Mao never intended Lin to be his sucessor. It was a fait accompli that someone made and annointed Lin's status into the Party Constitution. Lin didn't have real power other than than the incidental power from his followers and subsorbinates in the Army, Navy, and Air Force. Major decisions were made in consultation with Zhou and discussed and passed by the Poliburo.
