感谢您的回复！ 还有一个关键问题： 在 montion to reopen 的过程中( 还没有结果），他本人 H1B， 她太太 H4 能够在这段时间申请转成学生身份吗 ？是不是 MTR , 案子打开之后， 他们就可以转学生身份呢？ MTR的结果没有把握，所以想借案子打开，先转成学生身份。 非常感谢回复 ！ 

-Technically the change of status will be denied even if it is filed during the motion is pending unless the H-1 will be approved later after the motion. But it does not hurt anything if the H-4 holder to file the change of status to F-1 as soon as possible. So, I encourage the H-4 holder to file I-539 to change to F-1 because sometimes the officer may not strict and may approve the F-1 application.
