resident or non-resident depends on how long you stay in your college's place, not depends on whether you are H4 or not.

Some college has in county tuition, out of county but in state tuition, out of state tuition, or international tuition.

Normally, if you live someplace for more than 1 year, you are the resident of that place.

So, if you are H4, but you arrive in this place for less than 1 year, you should be charged the non-resident tuition. If you are H4 and you stay in this place for more than 1 year, you should argue with them to let you get the resident tuition.
