选哪个油漆工？

要请油漆工，自己买了Williams油漆。

1.一个租客，平时小修几个附近的房，人工刷，工钱要价600刀，人工刷，会给一个打印的收据，不会缴税的，不给1099。这打印的收据合法吗？他的油漆水平还行。

2.licensed油漆工，机器刷，要价900刀，正式收据，会给1099.

心想着选1，剩下的300刀去买个Gucci的太阳镜。可行不？
