房客收留外来人住在我的出租房内，外来人的狗在邻居的草坪poopoo,作为地主，我该怎么办？

这是邻居给我的email, 请大家帮忙处处点子。

After the 'lady' of the house was over and screaming at us and the man (bleached blonde hair and then dyed) with her threatened me the police have recommended that any further contact be only through their landlord (you) and/or the police.
As one of the things the 'lady' kept screeching about was 'you'd better have photo proof' I was forced to install a video camera on the front of the house.
We have video and pictures and will be passing these on to police and animal control.

Your tenants have a man staying with them whose dog has been allowed to poo on our lawn outside our gate and was not picked up.
He is often seen at the hwy 18 north bound off ramp to 128th st with a sign claiming to be homeless but is not.
He wears a foot brace and drives a white ford license ***.

Time record on security camera is at
 6:44 dog shows up
 6:45 first pile dumped
 6:46 second pile dumped
due to power outages, real time was 7pm
we were leaving and witnessed large black and white dog off leash with owner leaning on car
saw dog releasing itself near our gate

upon returning about 90 minutes later, found piles had not been collected and photographed them
