window air condtion vs central air condition

Window air condition  ~$100

Central air     ~$3000-$4000

Why can't we buy a couple of window air condtions for renters when the central air goes bad?

I think the US air condition industry is the next car industry. Their product is too expensive, too complicated. The window air condition or the portable air condition is "good enough"
