why you shouldn't use certified mail? because if the tenants intentionally don't pick up or sign, then letters will be return to you after 2 weeks.

Tenants can prove they never receive the letters. You'll have to restart the the 3-day notice. You'll waste 2 to 4 weeks of valuable time in your eviction process.
