Sewer bill from previous owner

Just bought a bank foreclosure investment house. Found out that previous owner had over $700 sewer balance. Bank didn't pay off. Now was working with title company to see if they can help.

Does the warrenteed and clean title ensure that there is no lien on the house.

If you are familar with the situation please advise. Used listing agent to buy the house. The agent is not very helpful.
