it is in Midwest.

地下室墙面都有些凸噢不平。 不是往一个方向鼓。象是混凝土没打直。没隔2尺有竖向钢筋。
The first guy said that's the way it's built. He said if it's bowed or bulged wall you will see the big diagonal crack on the wall.

The second guy said one side wall needs carbon fiber stabilization.
