请教， 楼梯扶手问题

租客说： the stairs in the basement is very unsafe and the handle bar since we moved here has been very bad , today my sister slipped snd fell all the way down the stairs and couldn`t not catch herself and she hit the wall very bad and she is very pain. I think the stairs needs carpet to be safe.

这个扶手是一位做地板的中国师傅两年前装的。 本人做地主实在没有经验， 请教我该怎样回复租客？要区分责任吗？先谢谢了！
