如果现有法律不允许prepay unassessed property tax, 今天IRS文件出来以前为什么没有tax lawyer出来说你们不要这么做？明明是在此之前没有法律禁止这样的deduction。你看看IRS文件没有引用任何法律条文，完全是自说自话，对不起，他们没有立法权力，只有执法权力
