Should I change hot water heater

House is in MA. tenants complain that hot water is slightly brown color, My plumber said it is not issue, I checked myself and it is slightly discolor. I checked online, as cold water is clear, chance are the hot water issue. The hot water heater is 8 years old, should I change it now?
