劳驾，问个事情

租客不交房租($2000/month, for 2 months)，请律师花很钱 (about $3000)，租客提出如果给他3000，他就月底搬走，还不破坏房子。我是怕了他了，想给他3000 让他马上走。但是很生气，想制制他。明年可不可以向国税局举报他收了我3000，监督看他是否申报交税？这样因为给他现金，怎么留下凭据，以后去告他？有用么？谢谢。
