请教section 8 房客涨租之事

有一房, 租给section 8, 2年了, 11/1/2016 开始第三年.

我在8月底发通知给 county housing authority and 租客要在11/1涨租$50. County 没理我, 到11月, 我又给county 发信了, 还是没理我. 我在10月底也提醒租客涨租之事, 租客也不付这$50, 推说county 没告诉她.

我现在怎样能把这租涨上来?
