咨询高手：银行有责任吗？

一好区的foreclosure垃圾白菜房银行开价48k, 我offer 76k, 4/4/16 签约定5/9 closing. 但title company 查到city lien $16k, 银行没任何答复（应该不肯交钱给city）。重签closing date 到今天，银行还是没答复。昨天我又签了cloing date 延长5/25 的document, 但银行没人签. 今天大早我的经纪电话给我让我加2k push bank response for paying city lien. 但这只是买方经纪人的建议， 银行不一定听话。银行可以赖掉合同吗？因为我的经纪说合同明天就失效了。请高手指教。谢各位
