房客要马上还security deposit，怎么保证她付最后的水电煤气费？

房客是上月买房带来的，现要搬走, 要求搬走时返还押金。我们承接的原租约。 关于security deposit， 原租约上写“according to the law"。查了下加州法律， 必须在２１天内返还押金。 可水电煤气费２１天内来不了。返还押金时， 怎么保证她付最后的水电煤气费？
