4 plex Cash-out, 30 years fixed APR 4.6% , 是不是高了点？

用 4-plexs 做cash-out, 银行可以贷出700K，30 years fixed APR 4.6%，是不是利率高了点？ 最近有同行做过cash-out 吗？ 都什么利率？
