I think the solution is better understanding of 天山人's culture.

Did you figure out why 天山人 thought "将擦玻璃的报纸丢在外窗下" is "侮辱天山人！”? There must be something 汉民, don't understand.

I am sure there are lots difference between 汉民 and other minorities in  新疆 in term of religious beliefs and cultures. But is there a book that list out all the difference and advise 汉民 on how to behave to respect minorities' beliefs and avoid unnecessary misunderstanding and confrontation? If there is such a book, are 汉民 following it? I personal experience is huge percentage of 汉民 especially the men often show little regards to other's feelings and beliefs. Just look at how people fight with each other in WXC, you can easily understand how they would fight with the minorities in China.

I don't have much experience in China, but I'm well trained in this aspect in US. I work in a big company and our products are sold around the world. We pay extra attention to the unique cultures and religious beliefs in every country and make sure we respect their preferences. It takes tremendous amount of work to do that.

If you ask me on how to solve 新疆 problem, I'd say understand each other is the first step.
