I don't know where this author's base is to make this statement of 'IRA帐号的钱不宜太多'.
First of all, there are two kinds of IRA. One is traditional and the other is Roth. For traditional IRA, your contribution is pre-tax dollar and you pay tax when taking it out. For Roth IRA, your contribution is after-tax dollar, but you don't pay tax when you take it out if you follow IRS Roth IRA rules.
What I have stated the above is known fact and a lot of people know about. The only thing that we don't know is how much tax you are going to pay when taking money out from Traditional IRA. The author seems that he/she can tell the future about the tax. This is like that he/she can tell when he/she will die. Do you know? I can honestly say that I don't know when I am going to die.
