问走失的猫的问题，多谢

一向比较怕动物啥的。
有俩只走失的猫经常在我家周围出没，有时候车库，有时候从灌木里突然冒出来吓人一跳， 半夜会蹲在我家窗台上。 就打电话给city animal control center, 弄走一只。

后来发现印度邻居门前有猫食有水，就去问他们，猫不是他们的，他们也不想领回家养， 但是每天把猫食和水放在外面，甚至还带猫去看了病（一只有病，一只可能怀了小猫）。听我说一只被人家领走了， 就打听是朋友领的，还是别的什么人。 听他们说有的机构把猫领回去是要交钱的，不交钱的机构会会把猫杀S。所以我今天又打电话去那个CENTER， 确定不是像他们讲的那样子， 同时也不想管另一只可能怀孕的猫了。

我的问题是：

邻居那样做，那只猫只是不至于挨饿，身上跳蚤，病什么的还是不能解决
我们家的房子离邻居家很近，他们把猫整天整夜地关在外面养，仍然会继续骚扰我。
我该怎么办？ 可以像什么样的机构寻求帮助？

怕动物，所以不爱他们也不想伤害他们，请谅解。 多谢！
