To the very end, it is a population problem.

Because the "one-child" policy is only for Han, not for Wei. Therefore, the population of Wei increases much faster than Han. The government should remoce these kind of policy in XinJian and XiZhang. And greatly encourage the Han to have more children or migrate to those area. When the ratio is 1:1000, i don't think there will be any problam at all.
