该剧由两个故事组成:第一个故事《凉州案-黑衣社》。唐武周年间,西北大漠之中押运饷银的3000铁甲军都中了邪毒，他们押运的3000万两饷银，也不翼而飞。案情发生，狄公及时赶到，一场破获“死亡之神”和 “地狱行动” 的精彩战斗打响了。最终，真正的匪首小桃和薇儿束手成擒并自裁。
第二个故事《邗沟案》。一年之内，江淮盐铁转运使官船在邗沟覆没了十多次，数百万石食盐损折，船毁人亡！武则天急召狄仁杰察查邗沟覆船大案。经过艰苦卓绝的调查和推断，所谓的邗沟覆船案，乃是江湖巨恶铁手团纠集官府及绿林各道联手策划的巨大阴谋。他们人为地造成淮北盐荒，独霸淮北盐市，牟取暴利。狄公乘胜举行卧虎庄会战。阴谋被破获,盐荒被解决，沉寂了两年的大运河，又喧嚣起来了。
【故事大纲】
狄公自连破幽州、并州、蛇灵、江州等一系列大案后，几经恳请，终于得武皇允准回老家并州修养。他想于回家的路上，绕道去看望凉州刺史曾泰并向他辞别。想到老朋友，想到诗酒相会笑谈功过，想到回乡远离纷争的朝事，想到专心务农垂钓汾水，狄公倒是颇感自慰。但李元芳耿直地向他指出，他没有这等享清福的命……
