2 fingers chopped off in CDC

Does anyone know if the Child Development Center(CDC) has any legal liability for the 18 months old baby whose fingers were smashed by the door when the care giver left the room? The mom said the CDC manager claimed that incident is normal, and the facility is safe enough.
