----美国爱心基金会邀请北大专家赴美讲学
应美国爱心基金会邀请，北京大学公共卫生学院副研究员王红漫博士于4月29日至5月6日访美，并于5月2日在华盛顿美国国际战略研究中心(CSIS)圆桌座谈会上发表了题目为《中国农村医疗保健制度的挑战与机遇》的演讲。会议由著名中国问题专家、美国国际战略研究中心的中国问题研究室主任季北慈博士(Dr. Bates Gill)主持，世界银行东亚和太平洋发展部的经济学家、亚洲及中国健康项目评估负责人林德朗博士(Dr. Magnus Lindelow)点评。美国国会中国特别委员会总顾问Susan Roosevelt Weld、美国国务院、卫生部疾控中心等政府官员出席了会议。美国国际战略研究中心、美国爱心基金会、美国亚洲文化学院、亚洲基金会、国际新闻工作者中心、国际中国文化出版社、Project Hope等基金会和非政府组织的代表约30人参加了会议。王红漫博士向与会者介绍了深入中国农村调查四年，农民对健康和医药需求的调研情况，以及目前中国政府所采取的一系列积极应对措施，中国对整个人类健康所做的贡献。大家就经济、技术和政策前景进行了评估和讨论。
随着“经济全球一体化”的发展，公共卫生和人类健康巳成为各国之间合作交流的重要领域。BATES GILL博士首先发言对远道而来的王红漫博士表示热情欢迎。他表示,美国国际战略研究中心对中国国内发展情况的研究已引起对此问题的广泛关注。比尔.盖茨等基金会已对中国的艾滋病防治提供专款资助。爱心及其他基金会在有关领域也作出了积极努力。但是不可否认，中国目前的社会保障机制仍然面临许多挑战。
王红漫博士在演讲中，总结了她带领的课题组在过去四年来对中国20个省（直辖市）的农村医疗保险制度的实地考察情况、综合分析及政策意义。王红漫博士高度肯定了中国政府在卫生工作中取得的成绩和对世界的贡献；介绍了中国的新型农村合作医疗制度,该制度给广大农民在医疗方面带来的实惠,分析了具体实施新型农村合作医疗制度过程中面临的困难和问题。王红漫博士强调，在考察中大多数农民都认为中国现行的农村政策使他们的生活得到了切实的改善。另外王红漫博士表示包括世界银行在内的国际组织，在与中国公共健康领域有许多合作空间，双方可以开展交流与合作，希望与GILL 及LINDELOW博士在这一领域的有关研究课题方面进行更多地交流及切磋。
GILL博士对王红漫博士演讲中的来自实地考察的详实的研究数据、资料及她对该研究课题的独到见解表示赞赏，他表示将继续关注并期待王红漫博士进一步的研究结果。
Lindelow博士认为，王红漫博士的研究很有启发性，不应低估新型农村合作医疗制度的重要性。中国政府这一新举措的目标是覆盖全国，中央政府首次在农村医疗保险方面提供财政补贴。从这个角度来讲，其意义深远。但不可否认在具体实施过程中会有一些问题。首先这一新制度是自愿性的，这包含一定的风险。一方面,地方政府需要每家每户地做工作，说服农民加入新制度；另一方面,与年长体弱的人口相比，年轻健壮的群体将有可能不愿加入。Lindelow博士指出较富裕的人口群体将比较贫穷的群体更多地受益于政府的财政补贴，因此一个可能的解决办法是将发达地区的财政补贴引入落后地区,使两者之间的差异缩小以提高该制度的实施效率。
王红漫博士还解答了参加座谈会的听众的一些相关问题。GILL博士在总结中提出.王红漫博士及Lindelow博士的观点都很中肯，符合中国的现实国情，并对中国新型农村合作医疗制度充满信心,相信通过各方努力一定能得以成功的实施。
