Can my adopted son to to public school with B-2 visa?

I ever heard a case that a 5 year old girl with B-2 visa enrolled in Kindergartern last year? I don't know which state she was in? I am wondering is that allowed for kids to go to public school in PA? Sorry for so many questions? Thanks again for all the helps.
