坏老板的问题，怎么办？

I am h-1b worker at startup as programmer. My boss cut half my salary for no reason two years ago and I did not leave the company because of my applying Green card. He later told me that the company did not make money and will pay back if the company makes money. The problem is he never keeps his words after two years. Also, he did not give me 2006 W2. What I am going to do?. He is from HK, bad guy.
Help me please.
(1) If I can sue him and get my money back?
(2) How can I force him to give me my w2, he pays me by his personal check every month.
