I think 不赢不收费的律师 mostly take those big case such as sexual harrasement or bodily injuries.
Your case may not be strong enough to get a lots of money even if you win. So the attorneys probably won't get paid much.
Maybe you should consider the court for small claims.
Or hire an attorney and make the apt owners pay for the attorney fees if you win.
