My retarded building manager

Today, when my boyfriend and I had our lunch, he knocked at the door. The first sentence he shout out after I open the door is "You guys throwed garbage outside the window, it almost hit me. I am going to call the Rentalsman Office!" I was shocked, because we were never able to open our window screen. I told him that and also let him checked that, but he said he saw an arm with white sleeve, which was what my boyfriend's T-shirt like.

Since both of us have classes in the afternoon, we did not follow up with his "investigation". But when I left the building, the garbage was no longer there. After my class, when I ask him, he said he checked the other appartments on the same floor with us, but none of the people there were the clothes that he saw. So he was sure that it was my boyfriend who throw the garbage out.

I swear that we did not do that and all we want is his appologies, but he trusted his eyes that my boyfriend is the one. I am going to call the Rentalsman Office to file a complaint. Is there any suggestion on what else I sould do?

Ps. the Rentalsman Office is an mediator deals with landlord and tendant.
