Can my daughter play piano?

We justed moved into a condo. My next door neighbor called the police because my daughter played piano in the afternoon. We tried to discuss with her to see what time my child could play piano. We only asked for half to one hour a day. But she insists that no time is good and either we should move out or my child should not play piano. She said, by law, we cannot disturb her peace, thus we can not make any noises. Several neighbors told us that she is very mean and shouted at people many times because they chatted outside in the parking lot. My daughter was scared and was sick the next day. My daughter loves music and wants to try new instruments in the future. Can my daughter continue to play piano?
