If you are in another state, Small Claims court is not very feasible because most states require you to be there (call Seattle court clerk and check if WA is one of them).
I had similiar experience on eBay, I just hired a lawyer in another state, filed a civil lawsuite, and won. So assuming in you have all necessary documentation (phone records, out-going email, etc.), get on the internet and find a lawyer specifizing consumer affairs and discuss your options.
Logically, it's really hard to prove someone DIDN'T DO something. I just happen to catch my opponent in some very obvious lies, and she failed to appear in court, so I won by default.
