办理离婚期间孩子travel的问题

老猫老师，我们在加州。刚刚开始divorce proceedings. 律师刚发了所有filed copy. 其中在Summons里有这样一段:

Starting immediately, you and your spouse or domestic
partner are restrained from:
removing the minor children of the parties from the state
or applying for a new or replacement passport for those
minor children without the prior written consent of the
other party or an order of the court;

请问这个removing是什么意思？是不能relocate and live outside California？还是travel outside CA也不行？

订了机票带小孩春假回国10天左右。小孩现在都跟我住，我在抚养，父亲不见小孩不付child support. 如果他不同意，或者不给written consent，那我们就没法travel了？

之前问过律师，他说traveling should not be a problem as long as there's no court order forbiding me to do so. 现在又要对方written consent....
